INTRODUCTION   

Welcome to this fourth issue of the ZIPS 2023 Elections Bulletin.

 

In this fourth edition of the ZIPS 2023 Elections Bulletin, the following issues have been covered;

·       Nominations update and timelines;

·      Elections Rules;

·      Voters Register Verification;

·      Feedback on issues raised on the platforms; and

·      Important dates;

 

1.         UPDATE ON THE NOMINATIONS PROCESS

 

The Call for Nominations closed on Wednesday 4th October 2023 at 17h00. At the time of closing, a total of twelve (12) applications for the five (5) positions were received as follows:

i.              President – four (4) applications

ii.             Vice President – two (2) applications

iii.            Secretary – three (3) applications

iv.           Vice Secretary – one (1) application

v.            Treasurer – two (2) applications.

However, one (1) submission that was brought after closing time was not accepted.

 

The Evaluation of the applications commenced promptly on 5 October 2023 and is on-going.

 

Members are reminded of the timelines as outlined in Sections Six (6) to Nine (9) of the Elections Rules.

Names of successful candidates will be published on 15th October 2023.

 

2.  ELECTIONS RULES

The Elections Rules under which these elections will be governed have been published. To access the document, click here. 

 

Members are encouraged to familiarize themselves with this document. Some of the salient rules are as follows:

3.  VOTER REGISTER VERIFICATION

·         We regret the late publication of the Provisional Voters Register which was supposed to be issued on 18 September 2023 but was published on 2nd October 2023. We received over twenty-five (25) email submissions for inclusions and corrections and an updated register has since been published. click here to access the updated register.

 

·  The verification process is ongoing, and members are requested to verify their details.

 

·         For omissions and/or corrections to the details in the Register, please email to  elections@zipszambia.org The format for submission of corrections and omissions must be: Surname, First name, Middle name (where applicable), member category and membership number.

 

·         Kindly be advised that ONLY email submissions will be attended to.

 

·         Updated register will be published every Monday until the 28 October 2023.

 

4.  FEEDBACK ON ISSUES RAISED ON THE PLATFORMS

The Elections Committee acknowledges all the issues and concerns raised on the platform and will provide a comprehensive response to all matters raised.

1.            COUNTDOWN TO CLOSE OF NOMINATIONS

The closing date for submission of applications for nominations for the Council positions is Wednesday 4th October 2023 at 17:00hrs, please take note if you are vying for any position and have not yet submitted your application. Click here to access the Call for Nominations

 

2.  ELECTIONS RULES UPDATE

The Elections Rules document is undergoing sign off and is expected to be published by Wednesday 4th October 2023

 

3.  ADMISSION OF AFFILIATE MEMBERS INTO ASSOCIATE CATEGORY UPDATE

The process of reclassifying Affiliate members to Associate membership category is ongoing.

 

4.  UPDATE OF ELECTIONS PLATFORMS

The WhatsApp and Telegram social media platforms are now open.

The purpose of these platforms is:

i. A one stop place for all communications and issues around the elections;

ii. To allow successful candidates push their approved campaign messages on a level playing field and

iii. Allow voters have access to all campaign information.

 

The platforms will be governed by the Campaign Rules and specifically the following:

a) No vulgar language,

b) No disrespect to other members of the Institute and

c) No character assassination,

NB Use your actual names when joining the WhatsApp and Telegram group and not using nicknames or initials

In addition no other content apart from that to do with elections to be posted here.

 

Any member found breaching the rules will be cautioned and/or removed from the group.

Admission to the groups is subject to approval by the Administrators

5.            FIRST VIRITUAL BRIEFING

The first Elections Virtual Briefing was held on 18th September to introduce the members of the Elections Committee and brief the membership of key aspects of the 2023 Elections which included the Elections Rules,  Key information provided were the following:

·         Composition of the Elections Committee;

·         Mandate of the Elections Committee;

·         Notice of Elections Rules to guide the Elections Process;

Attendance was quite poor and members are encouraged to attend future briefings and the debates as they give an opportunity for members to interactively engage with the various stakeholders.

 

Ahead of the next briefing Rules and Guidelines for conduct will be issued to ensure that professionalism and decorum prevail.

 

6.  VOTER REGISTER VERIFICATION

ZIPS 2023 ELECTIONS VOTERS REGISTER

Dear Members

 

3rd October 2023. The ZIPS 2023 Elections Provisional Voters Register is now hereby published for members to review and verify the following details:

 

  1. Correct spelling of name(s) or missing name(s)
  2. Correct order of names i.e. surname, first name and middle name (where applicable)
  3. Correct ZIPS Member Number or missing ZIPS Member Number
  4. Correct Membership Category or Missing membership category
  5. Name only appearing once
  6. Any other anomalies not mentioned above

 

The register is on the website: http://zips.org.zm/Downloads or CLICK HERE TO DOWNLOAD The register is sorted first by membership category, then by surname, followed by first name and finally middle name.

 

To find your name you can ether scroll through the ordered list or if you are using a PC or laptop press CTRL and F keys on the keypad simultaneously to open a search box and enter the search information.

 

In case of any anomaly or incorrect information please email elections@zipszambia.org and indicate what details needs to be corrected. ONLY emailed submissions for corrections will be accepted.

 

Closing date for verification is 28 October 2023

 

An updated register will be published every Monday and members are required to check that  any corrections submitted have been effected.

 

It is important that your details are correct as incorrect details affects your ability to vote.

  INTRODUCTION     

Welcome to this second issue of the ZIPS 2023 Elections Bulletin.

 

In this second issue of the ZIPS 2023 Elections Bulletin, the following issues have been covered;

  • Call for Nominations;
  • Amendment to the 2021 Elections Manual;
  • Admission of Affiliate Members into Associates;
  • Opening of Elections Platforms;
  • Feedback on the questions raised in the first bulletin; and
  • Important dates.

 

1.         CALL FOR NOMINATIONS

We wish to inform the Members that the Call for Nominations opened on 18th September 2023 and all eligible members are encouraged to apply.

2.  ELECTIONS RULES

The Extraordinary Council Meeting of 14th September 2023 approved the changing of the title of the 2021 Elections Manual to Elections Rules and the subsequent amendments were approved.

 

The key amendments are as follows:

 

·  Included the Composition of The Elections Committee;

·  Clearly define the period in which Council tenure ends

· Composition of Council and tenure aligned as per the ZIPS Act;

· Under footnote for good standing the ZIPS Code of Ethics replaces the ZPPA and CIPS Codes of Conduct;

· Revised nomination fees;

· Merged Council Member Nominee Biography and the Campaign Form into one;

· Introduced Integrity and Probity Form;

· Extended the number of days for nomination evaluation to allow for appeals process;

· Included provisions for dealing with vacancies without valid nominations;

· Supplementary guidelines on campaigns have been incorporated.

· Introduced campaign guidelines during the National Conference and the AGM;     

· Introduced an Election Petition process; and

· Introduced the Adhoc Appeals Committee to hear Election Appeals.

 

3.  ADMISSION OF AFFILIATE MEMBERS INTO ASSOCIATE CATEGORY

Members will be aware of the erroneous transposition of the definitions of Affiliate and Associate in the ZIPS Act (Sections 14 and 15) that has resulted in bonafide members (Affiliates) not to participate in the elections (Section 19 (2)).  

 

It was envisaged that the new Act would have been enacted, but this has not happened. Various options were explored and based on a legal opinion as per extract below, the most suitable one was to admit all Affiliates as Associate members as a stop gap measure.

 

The Institute may consider admitting all the Affiliates into the next category of membership and according to the hierarch of membership the next category of membership is the Associate category of membership.  Once all the current Affiliates members of the Institute are admitted as Associates members, then they shall have the right to vote at the coming elective Annual General Meeting

 

The Full Council Meeting of 14th September 2023 approved the admission of Affiliates to Associate Members.

4. OPENING OF ELECTIONS PLATFORMS

The following platforms are now available, and members are encouraged to join

 

The purpose of these platforms is:

i.   A one stop place for all communications and issues around the elections

 ii.   To allow successful candidates push their approved campaign messages on a level playing field

 iii.   Allow voters have access to all campaign information.

 

The platforms will be governed by the Campaign Rules and any member found breaching the rules will be removed from the group and the necessary actions as prescribed in the Elections Rules will be enforced.

We will have an independent Elections Management Body. A tender is in progress and the successful body will be announced in due course.

Who qualifies to vote in 2023:

b. Affiliate;

c. Associate;

d. Member;

e. Fellow; or, and

f. Honorary Fellow

 

The ZIPS Act No 15 of 2003 Section 19 (c) provides for who is NOT eligible to vote and reads inter alia "An Affiliate and a Student Member may receive all notices of and attend annual general meetings of the Institute and may all other privileges of membership but shall not have any right to vote at the annual general meeting."

 

Further the details of the eligible voters are contained in the Elections Rules.
