COMMITTEES DEFINED BY THE ZIPS ACT
1.0 DISCIPLINARY SUB-COMMITTEE
Purpose: Functions (Part IV of Zips Act)
1. To hear and determine any
complaint or allegation against a member of the Institute.
2. Hear and determine a complaint
or allegation against a Committee of the Council, and
3. Execute all such acts and
things as are incidental or conducive to the attainment of the function of the
Disciplinary Committee.
(a) Penalties for
Misconduct
·
Deregistration.
·
Censure
the Members.
·
Recommend
to Council One (1) year suspension.
·
Order
member to pay a fine to the Council and or any other costs.
(b) Appeals
·
To
the Council within Thirty (30) days.
·
If
not satisfied with One (1) appeal to the Minister of Finance.
·
If
not satisfied with Two (2) appeal to the High Court.

FINANCE SUB- COMMITTEE (PART IV OF ZIPS ACT)
Purpose / Functions of the Finance Sub- Committee
1. To manage the financial affairs
of the Institute to the satisfaction of the members through the Executive
Director.
2. To produce and submit Quarterly
and yearly returns on Income and Expenditure to the Council and Annual General
Meeting.
3. To source for funds through
various activities of fundraising to improve the Institute finances.
4. To prepare yearly Budget for
ZIPS operations in line with the Business Plan.
5. To ensure the appointment of
Auditors as well as ensure that ZIPS Accounts are audited yearly.
6. To formulate and implement
accounting templates to be used in recording accounting transactions.
7. To manage salaries and
conditions of service for ZIPS Staff.
8. To liaise with the Executive
Director and President in all matters relating to finances.
9. To undertake and execute any
trusts and investment conducive to the objects of the Institute.

PROFESSIONAL & TRAINING SUB-COMMITTEE
Functions
of the Sub- Committee
1. To generate purchasing and
supply training needs and formulate the training programs that ZIPS will
undertake on the bi- annual threshold. This will also involve Seminars,
Workshops, Professional talks and any other issues that would help to advance
professionalism in our members.
2. To facilitate in holding
educational workshops, seminars, conferences, forums, professional talks and
any other issues that may advance professionalism in our members and to help in
improving members Capacity and Ability to carry out the procurement function
successfully.
3. To ensure that the ZIPS
(Degree) professional level qualification is developed in collaboration with
CIPS to allow transitional mechanism between the two programs
4. To develop and propose the ZIPS
Code of conduct and propose regulations for the same.
5. Visit Schools, Colleges and
Universities to monitor enrolments for ZIPS Students as well as Graduates and
their placements in the industry to ensure compliance with the ZIPS Act No, 15
of 2003.
6. Review and recommend to Council
requests from firms engaged in purchasing and supply and training that must be
affiliated to ZIPS.
7. To superintend over the works
of the hired consultant engaged in developing the ZIPS professional level
qualification.
8. Assess and recommend to ZIPS
executive committee for approval and review the Purchasing and Supply
Syllabuses, Curriculum and Study Materials.

MARKETING AND PUBLICITY SUB-COMMITTEE (ESTABLIHSED BY COUNCIL)
Purpose / Functions of the Sub – Committee
1. Develop and implement a
corporate branding and identity guidance
2. To ensure that ZIPS publishes a
Quarterly journal and/or Monthly or Newsletter for the Institute and collect,
collate and publish other information relevant and of interest to the
Institute.
3. To promote, uphold and rebrand
the image and standing of ZIPS through Adverts, Workshops, Seminars,
Promotional Materials amenable by the various and appropriate branding
mechanisms available, at all ZIPS functions.
4. To ensure that the visibility
of the institute is enhanced through organization of TV, Radio, print media and
any other mass communication programs through the established communication
protocol in ZIPS.
5. Manage and update the ZIPS
Website and ensure effective communication to all members as well as to other
stakeholders and to manage the Data Management consultant who has been engaged
by the Institute by reviewing the contractual deliverables.
6. Propose and adopt a community
social program to help market ZIPS, this may include the Careers talk at
schools, Colleges and also creation of ZIPS Award to best students studying
procurement programs in appropriate learning institutions.

ZIPS EDUCATIONAL IMPLEMENTATION COMMITTEE (ESTABLIHSED BY THE COUNCIL)
Functions of the Committee
1. To ensure the ZIPS training
program is appropriately set up and running smoothly.
2. To ensure that Examinations are
set and administered in the fair, and transparent, professional manner with
utmost integrity.
3. To ensure that Memorandum of
Understanding are signed with colleges and universities who would like to teach
and offer the ZIPS Diploma.
4. Propose fees to be paid in
respect of courses and examinations for ZIPS courses of study from time to time.
5. Recommend to Council through
the ZIPS Executive Sub -Committee to confer Certificates and Diplomas to
successful Candidates in Purchasing and Supply Courses as well as various
membership categories.

Functions of the committee

being submitted to the ZIPS Council.

ensure that all council resolutions and deliverables are carried out through
the Executive Director.

ensure that ZIPS corporate governance is enhanced and the ZIPS rebranding
exercise is promulgated and sustained.

ZIPS COMPLIANCE SUB-COMMITTEE (ESTABLISHED BY THE EXECUTIVE)
Functions of the Committee
1. To monitor and ensure
compliance membership in accordance with the dictates of the Law (ZIPS Act)
Visit Schools, Colleges and Universities to monitor enrolments for ZIPS
Students as well as Graduates and their placements in the industry to ensure
compliance with the ZIPS Act No, 15 of 2003.
2. To inspect Employers,
organizations and Institutions both private and public to ensure that they
employ registered, paid up, members of ZIPS in Accordance with the ZIPS Act No.
15 of 2003.
3. To inspect Employees working as
procurement professionals in various organizations and ensure they are
qualified, registered and are holding Certificates and practicing licenses in
line with ZIPS Act No. 15 of 2003.
4. To ensure that memoranda of
understanding among stake holders (Zambia Institute of Human Resources, Zambia
Federation of Employers, Immigration Department etc.)
are agreed and signed to allow adherence to the ZIPS act as it relates to
employment adverts, work permits etc.
5. Ensure Schools, Colleges and
Universities offering Purchasing and supply courses comply with registration
and affiliation demands of the ZIPS Act No. 15 of 2003.
6. To pilot the program in Lusaka
and Copper belt provinces and to roll out the
same to all provinces in Zambia with lessons learned.
7. To review and monitor the works
being done by the Compliance Inspectors and Monitors.
8. Any other duties assigned by
the ZIPS Executive Sub- Committee.

PRESIDENTIAL ADVISORY COMMITTEE (ESTABLIHSED BY THE EXECUTIVE)
Functions of the Committee
1. To help in providing comments
on national debates and generate comments on issues that relate to purchasing
and supply issues.
2. Serve as advisory Sub-committee
to the president and the Executive Sub- Committee.
3. Undertake special duties as
advised by the president which are conducive to the attainment of the objective
of the institute and that are supportive of the development of the profession.
4. To provide critical thinking
and suggest the possible solutions to the issues relating to the institute
particularly and purchasing and supply profession generally.
5. To help in mentoring other
members as need may be and remain active in training and capacity building
roles.
6. To oversee and facilitate the
works been undertaken by the consultant engaged to review, amend and generate
the regulations to the ZIPS Act.
