Zambia Postal Services Corporation (ZamPost) is the national postal service provider. The Corporation exists under the revised Postal Services Act of 2009. The Corporation is inviting suitably qualified candidates to fill the position of Procurement Manager.

 

Grade and Station

This is a Senior Management position and is at Grade P9. The work station is ZamPost Headquarters, Ndola.

 

Reporting Line

The Procurement Manager will report to the Postmaster General and will be directly responsible for the line management of the Procurement Department.

 

Job Purpose

To be responsible for implementing the Corporation’s procurement strategy, prepares and  implements the procurement plan and budget to ensure the supply of goods and services as required in the implementation of the Corporation business strategy. Additionally, the jobholder implements the procurement policies and procedures, and the procurement laws and regulations to ensure the Corporation is protected from risks associated with noncompliance.

 

Key Responsibilities

The main duties or responsibilities of the Procurement Manager include but are not limited to the following:-

 

a)   Implements the Corporation procurement strategy to ensure the procurement department supplies goods and services required in the implementation of the business strategy in a timely manner.

b)    Prepares and implements the procurement work plan to support the implementation of the procurement strategy to support the timely delivery of goods and services critical for the successful implementation of the Corporation strategy.

c)   Consolidates the Corporation procurement plan to ensure all requirements for all user departments/directorates are captured in a timely and holistic manner.

d)   Prepares the Corporation procurement budget in a timely manner for timely approval and allocation of sufficient resources for the implementation of the procurement plan.

 e)   Implements the Corporation procurement policies and procedures to support compliance with the procurement act.

f)     Provides input and suggestions on areas of improvement for the procurement policies and procedures to enhance efficiency and effectiveness in the procurement process.

g)   Conducts market research to identify changes in market trends and best practice, in order to make recommendations on enhancements in the procurement process.

 h)    Coordinates the preparation and signing of contracts to ensure the contracts are favourable to the Corporation and are compliant with the procurement laws, and for the contracts to be signed in a timely manner.

 i)      Monitors the filing of procurement records to ensure the records are complete, accurate and easily accessible when required in the provision of procurement services.

 j)      Facilitates the payment of suppliers in a timely manner in order to enhance the responsiveness of suppliers to the Corporation needs in the procurement of goods and services.

 k)    Facilitates and monitor the prequalification of suppliers to ensure the prequalification is done in a timely manner and the most qualified suppliers are selected.

 l)       Coordinates inventory management to support cost management and efficiency in the management of re order levels to ensure the availability of items when needed for minimal disruptions to business operations.

 m)   Prepares regular reports for management to ensure any procurement gaps are identified and resolved in a timely manner for minimal disruptions in the implementation of the Corporation business strategy.

 n)    Facilitate and manage procurement processes, tendering, negotiation, contract award and on-going contract management. Co-ordination and management of agreements to ensure that service levels and price competitiveness is maintained or enhanced.

 o)   Support Senior Management in the management of a complex and varied contracts portfolio

Qualifications

Grade 12 Certificate with 5 ‘O’ levels with credit or better in Mathematics and English

BSc in Purchasing & Supply, Bachelor’s Degree in Supply Chain Management Masters Degree especially in Business Administration will be an added advantage

Post Graduate Diploma in Purchasing and Supply

Post Graduate Diploma in Purchasing and Supply (CIPS-UK)

Valid membership with the Zambia Institute of Purchasing and Supply (ZIPS).

Job Purpose
To be responsible for developing the Bank Procurement Plan, systems, procedures and policies for efficient and effective procurement of goods, service, consultancies and Inventory management.

Key Responsibilities

1.     Coordinates the preparation of the Procurement Plan to ensure timely delivery of goods and Services critical for the successful implementation of the overall Bank Strategy;

2.    Coordinates contract management to ensure IBP is compliant and benefits from all procurement contractual relationship entered into.

3.    Coordinates the maintenance of procurement records to assist in the management of supplier performance.

4.    Establishes and maintain collaborative relationship with suppliers, to ensure quality and cost effective supplies are procured.

5.    Ensure effective and timely preparation of bidding documents in order to facilitate bid invitation and tender evaluations and awards.

6.    Evaluates proposals, bids, quotations received and making suitable recommendations to management.

7.    Provides Secretarial services to the Bank's Tender Committee to facilitate good record keeping and making of informed decisions.

8.    Prepares Procurement Plans, Bidding Documents and Tender Committee papers.

9.    Develops prequalification requirements for third party service providers to ensure quality is maintained in the delivery of goods and services to IBP.

10.  Coordinates periodic prequalification and carry out due diligence on selected suppliers, in order to ensure quality is achieved at the most reasonable cost in line with policies and procedures.

11.   Undertakes regular supervision, monitoring and evaluation of procured works and services in order to facilitate appropriate interventions.

12.  Expedites and monitors the movement of orders from the time they are approved up to the time delivery of goods or services is made to Stores or end-user unit. Make physical follow-ups when need arises.

13.  Manages supply logistics including customs clearing of all imports.

14.  Presents procurement reports to Management in order to receive recommendations on gaps identified in order to enhance service delivery by the department.

15.  In liaison with the HR department, coordinates the training and development of the staff in the procurement department as well as other key stakeholders to support the availability of critical competencies required for enhanced service delivery.

16.  Monitors compliance with the relevant procurement laws and regulations in order to reduce exposure to risks associated with noncompliance.

 

Qualifications and Experience

1. Grade 12 Certificate with 5 'O' with credit or better in Mathematics and English.

2. Minimum of a BSc in Purchasing & Supply

3. Member of the Zambia Institute of Purchasing and Supplies with a valid Practicing license.

4. Minimum of not less than 4) years of relevant experience in procurement management in an Organization of similar size in operations.

ZIPS EDUCATION MANAGER

1.0 BACKGROUND

The Zambia institute of purchasing and supply (ZIPS) was established under the Act No. 15 of 2003 of the laws of Zambia.

 

The main function of the institute is to certify and regulate professional conduct for all procurement and supply practitioners as well as build capacity for the practitioners in the purchasing and supply profession in Zambia.

In order to increase accessibility of the profession by interested Zambians, the institute has   introduced local training in purchasing and supply management. This is in response to the growing demand by practitioners and school leavers who are unable to access the chartered institute of purchasing and supply (CIPS) training due to cost implications

The Government of the Republic of Zambia (GRZ) through the Public Financial Management Reform program (PFMRP) provided funding to the Zambia institute of purchasing and supply (ZIPS) to facilitate the introduction of local training in purchasing and supply management.  The program started running in 2015 and has a student population of over 350 at both certificate and Diploma levels. The professional level qualification will be introduced in July, 2018.

The institute now seeks to recruit a suitable, highly motivated and goal oriented professional to fill the following vacancy.

EDUCATION MANAGER (01)

This is a senior position responsible for the institutes’ overall Education program in purchasing and supply management and is accountable to the Executive Director.

 

2.0 JOB PURPOSE

(a) Manage the training program and ensure students enroll for the certificate, diploma and professional level courses in purchasing and supply management.

(b) Prepare and manage Examination process.

(c) Recommending examination questions setters, Moderators, invigilators and examiners

(d) Coordinate all the activities relating to the education program and ensure the smooth running of the training program.

(e) Effective collaboration with training partners and other stakeholders

(f)   Ensure accreditation of the education program to all relevant bodies

3.0 JOB ACCOUNTABILITIES

a.      Develop and recommend to the Executive Director appropriate systems, control policies, procedures and strategies for the Education Program.

b.      Develop budget guidelines, coordinate the budgeting process and consolidate the departmental budgets as well as budget controls.

c.       Prepare weekly, monthly, quarterly and annual reports as well as ad hoc reports and recommendations for improvements in order to meet set objectives.

d.      Develop and implement cost containment strategies

e.      Manage resources of the institute efficiently in order to meet the set objectives.

f.        Supervise staff in the department to ensure attainment of the education program objectives.

g.      Promote dialogue through workshop and seminars with all the stakeholder.

h.      Visit training partners and arrange meetings and education talks for students.

i.        Sensitize students, training partners, the public and all stakeholders on the education program.

j.        Provide leadership in reviewing the educational materials from time to time.

k.       Ensure that all education materials are printed on time and are available for students to use.

l.        Ensure smooth communication to and from students and training providers

m.    Any other duties as may be assigned by the Executive Director.

 

 4.0 REPORTING REQUIREMENTS.

The Education Manager will report to the Executive Director, who has the overall responsibility for the work of the institute.

 

5.0 QUALIFICATIONS AND EXPERIENCE

1.    Degree in Business Administration or any other related field.

2.    Master’s Degree in Procurement and Supply Management, Business Administration or any related field will be an added advantage.

3.    Qualifications in purchasing and supply management will be an added advantage

4.    Certificate in Teaching Methodology or Training of Trainers an advantage.

5.    Full Grade 12 Certificate with 5 ‘O’ levels.

6.    A proven track record of Teaching, Examination setting, moderation, marking and invigilation.

7.    Three (3) years experience in providing similar services.

8.    Excellent communication skills, both oral and written.

JOB PURPOSE

The Finance and Administration Manager will be in charge of overall management of the Zambia Institute of Purchasing and Supply (ZIPS) financial and administration in consultation with Executive Director and the National Treasurer

 

JOB ACCOUNTABILITIES

Working under the supervision of the Registrar, the specific responsibilities of the Finance and Administration Manager shall be;

a)   Budget preparation and monitoring

b)   Effectively manage payables and receivables;

c)   Timely preparation and submission of monthly, quarterly and annual financial statements and reports for audit certification;

d)   Ensure formulation of accounting policies and standards that are in line with the international standards;

e)   Ensure all cash received agrees with the banking summary report prior to banking and ensure that all monies received are banked in the respective bank accounts;

f)     Agree, monitor and review performance of subordinate staff to ensure that they work towards meeting performance objectives;

g)   Plan and coordinate administrative procedures and systems and devise ways to streamline processes

h)   Recruit and train personnel and allocate responsibilities and office space

i)     Assess staff performance and provide coaching and guidance to ensure maximum efficiency

j)     Ensure the smooth and adequate flow of information within the company to facilitate other business operations

k)    Monitor inventory of office supplies and the purchasing of new material with attention to budgetary provisions

l)     Monitor costs and expenses to assist in budget preparation

m) Facilities management

n)   Organize and supervise other office activities (recycling, renovations, event planning etc.)

o)   Ensure operations adhere to policies and regulations ;and

p)   Perform any other duties assigned by the Registrar.

 

QUALIFICATIONS AND EXPERIENCE

a)   Full Grade 12 Certificate with 5 credits including Mathematics and English

b)   Bachelor’s Degree in Accounts

c)   Full ACCA/ Full CIMA/ Full Chartered Accountant Zambia (ZICA)

d)   Master’s Degree added advantage

e)   5 years’ experience  of which 2 must be at the Management level

f)     Proficiency in working with accounting packages

g)   Paid up member of the Zambia Institute of Chartered Accountants
